The Market President will be responsible for the creation and execution of the market strategy of the Taft-Hartley business that is consistent with Cigna's overall value proposition - inclusive of all segments represented in the local market - that achieves improved client and customer retention, improved competitive positioning and increased membership and earnings growth while maintaining a strong brand reputation in the marketplace. This role will lead/oversee a team in the delivery of state of the art consultative solutions that address customers, clients and healthcare professional need and issues around health and wellness, productivity and security.

Achievements are largely dependent on successfully partnering with multiple internal and external constituents inclusive of legislators, employers, hospitals, physicians, institutions, affinity partners, and brokers, producers and consultants.

This position must have demonstrated superior capabilities in executive leadership, driver of strategy development and execution, strong influencing and negotiation skills, distribution management, contracting and network savvy, business owner mindset and ability to successfully lead in an ambiguous and changing market with the evolution of healthcare reform, collaborative care and delivery system alliance development and expansion, and the need for governmental influence and savvy.

Job Components

  • Protect and grow the earnings in the market; achieve cross-segment customer and earnings growth plan through effective P&L execution

  • Develops and executes a local market strategy / value proposition that both services the overall enterprise and leverages all enterprise capabilities, with short / long range goals and business plans. Maximizes the local market value proposition through partnership and collaborations with all segments and key matrix organizations (network management, pricing, medical management, service, etc.)

  • When developing the local market strategy and value proposition, the incumbent will collaborate with all segment and key matrix partners putting enterprise interests above any one segment to drive local market top-line and bottom-line growth

  • Delivers a superior return on Cigna's investment in the local market over time

  • Identifies business opportunities to support overall growth plans with an emphasis on developing and growing all appropriate business channels

  • Monitors financial / operational performance and drives / owns activities of senior managers and their respective functions. Achieves/supports membership growth and profitability targets

  • Face of Cigna in the community; develops and maintains strong external relationships with consulting houses, key customer accounts, health care professionals/delivery systems and civic organizations; effectively handles all types of media inquiries and is actively engaged on local boards. Public relations focus, representing Cigna within their market to government and other external organizations.

  • Develops and ensures execution of local market distribution strategy

  • Builds collaborative relationships across the enterprise to achieve corporate, financial and market objectives while providing the very best in products and customer service; ensures interests of the enterprise are put above any one segment’s priorities

  • Provides management oversight of all day-to-day operations within the market, must have working experience and leadership across multiple functions inclusive of distribution, contracting, underwriting and pricing, marketing, product, service and clinical

  • In collaboration with senior leaders and matrix partners, identifies innovative ways to increase the value and competitiveness of Cigna's solutions in the areas of client and customer experience, value-based engagements, affordability and delivery system partnerships; improves operating efficiencies where appropriate

  • Influences/ negotiates product & services development and price to ensure competitiveness to customers.

  • Delivers on both a short and long term business-driven strategic talent plan that ensures continuous, high quality, diverse talent to enable execution of the local market strategy

  • Provides results-driven leadership, particularly through the professional development of competitively superior people resources. Create an environment that leverages ideas, best practices and talent and leverage corporate-wide resources to benefit local market team

  • Shapes the culture of the organization as it adjusts to an ever changing marketplace. Promotes an organization that strategically builds business and client relationships, has a long-term vision in the market, and rewards/ encourages accountability while recognizing individuality and diversity


  • Bachelor’s degree required; advanced degree desirable.

  • Seasoned, respected leader with a minimum of 15 years of experience in the employee benefits or health services industry with specific experience in managing multiple aspects of the business operations.

  • Demonstrated results in being able to think strategically, anticipate future consequences and trends, and incorporate them into both a short-term and long-term organizational plan

  • Proven track record of exceeding goals and a bottom-line orientation; evidence of the ability to consistently make good decisions through a combination of analysis, wisdom, experience, and judgment; high level of business acumen, including successful P&L management and the ability to balance the delivery of programs against the realities of a budget; allocates resources and manages operating expenses to maximize P&L while managing risk.

  • Proven ability to develop strong customer/producer relationships. Understands the needs and expectations and can develop an aggressive strategy that will increase revenue, profitability and persistency while providing the services and products to expand market presence.

  • Experience and depth of understanding in each of the core dependent areas including Underwriting, Contracting, Provider Relations Medical Management and Service such that they can leverage support needed to deliver the right client, customer or health care professional solution

  • Enterprise thinker with proven ability to influence across a matrix environment. Ability to develop relationships across all levels of the organization, as well as externally

  • Demonstrated ability to influence others and utilize resources to accomplish tasks. Strong communication, interpersonal and presentation skills.

  • Enjoys working hard and looks for challenges; able to act and react as necessary, even if limited information is available; not afraid to take charge of a situation; can overcome resistance to leadership and take unpopular stands when necessary.
